戦争論02. 他力本願は通用するのか？

１．漠然とした平和意識

日本に軍隊（自衛隊）など要らない。そう主張する人の、おそらくは半数以上が「軍事力を持たずとも日本の平和が脅かされることはない」と考えていると思います。

しかし、その根拠はどこにあるのでしょうか？

２．日本の平和を支えるもの

いまの日本が外交的にいかなる緊張とも無関係である、と考えている人はいないでしょう。差し迫った危機とまでは言わないにしても、現状において他国家やテロリスト集団による攻撃を意識しないわけにはいきません。

ある人は言うでしょう。 ―― そんなことが起こるはずはない。なにせ国際秩序の下において日本を突然攻撃するようなことが許されるはずはないから。

しかし「秩序」ほど当てにならないものはありません。「秩序」なんてものは所詮、現在する平穏を説明するために引っ張り出された後付けの理屈に過ぎず、その平穏がいったん崩れでもすれば、「秩序」にそれを回復する力はありません。

秩序の外で生まれ、秩序をとことん駆逐するのが戦争というやつなのです。

３．アメリカ軍の存在

また、ある人はこう言うかもしれません。 ―― 日本にはアメリカ軍がついているから大丈夫。

実際、世界中の人間は「日本を不用意に攻撃すればアメリカ軍をも敵に回すこととなる」と考えているでしょうから、アメリカ軍の影をちらつかせることによって日本が他者からの攻撃を防いでいるという側面は、なるほど否定できません。

しかしそのアメリカ軍とは、どこまで信頼できる存在なのでしょうか？

たしかに、いま日本が攻撃を受けたらアメリカ軍は日本を守る行動に出るでしょう。しかしその理由はあくまで「日本がボロボロになるとアメリカにとって不利益であるから」という点にしかありません。日本のために参戦したとしても戦局が長引きアメリカ軍に死者が相次ぐような事態に陥ればアメリカ世論は日本から軍隊を撤退させるに違いありませんし、また、日本を攻撃する勢力がアメリカにより多くの利益を約束すればアメリカはあっさりと日本を裏切るでしょう。

それになにより、日本がアメリカと争うことになった場合はどうしたらよいのでしょうか？

４．国家の独立

国家は、国民の利益を最大限実現させるため、その独立主権を維持しなければなりません。そしてその主権は、国家が自己防衛の手段を備えたときにはじめて手に入ります。

国家の平和が他国の軍隊によって担保されているとしたら、その国家は軍事力を提供してくれる他国に対し、自由にものを言えないでしょう。それどころか、自国民の利益を制限してでも相手国の利益のために動かなければならない事態にも陥りかねないわけでが、それはもはや国家とはいえません。

私個人の理念として、今回のイラク戦争に自衛隊を派遣することには反対でした。しかし日米関係を現実的に考慮した場合、あそこで自衛隊の派遣を拒否することはほぼ不可能だったと考えています。そして反対に、日米関係が現在のようなものでなければ、フランスやドイツのように自分の意見を主張することができたかもしれないと考えます（あくまで可能性の話でしかありませんが）。

自国の軍事力を充実させることで、却って戦争から距離を置くことができる という場面もあることを、我々は忘れてはなりません。
