１．怒れる韓国

現在、竹島を占拠しているのは韓国です。

この事態、日本としてはたまったものではないのですけれども、おかしなことに、いま怒って熱くなっているのは日本よりも、むしろ韓国の方なのです。直接の契機となったのは、島根県が「竹島の日」を制定したこと、そして一部の日本の教科書が竹島について「韓国が不法占拠している」と記述したことであると言われています。

２．韓国の主張

竹島問題１（謂われを考える）でお話したように、韓国は、竹島(韓国名：獨島）が 1905年、日本によって強奪されたと主張しています。

このことが韓国のナショナリズムを刺激する形になっているようです。竹島(韓国名：獨島) が、いわば「日本軍国主義」による犠牲の象徴とされているわけですね。

ただ、韓国の「日本軍国主義批判」自体は今に始まったことでもありません。

３．では、なぜ今熱くなるのか？

ここ数年、日韓関係は落ち着いていたのに、どうして急にこんなことになってしまったのか、と戸惑っている日本人も多いようです。

まあ、現実としては、韓国人のなかに眠る反日感情が、日本人が思っていたほどには和らいでいなかったというのもひとつの事実としてあるようですが、そのことに加えて、もうひとつの理由があると言われています。

それは政治です。

韓国ではいま「歴史清算」に関心が集まっています。歴史清算とは（ものすごく大雑把に言うと）戦中、及び戦後復興時の韓国政府、そして韓国要人の行動が適切であったかどうかを解明していこうというもの（具体的には、祖国を裏切って日本のために働いた韓国人の糾弾）なのですが、この問題が近時、韓国内において政局の材料とされているのです。

韓国内で二大政党を形成するウリ党とハンナラ党は近年、相手方関係者にかつて親日行為に関与した人物がいることを挙げ連ね、ダメージを与えようと躍起になっています。そんな状況ですから、どんな政治家も日本を擁護するような言動を取るわけにはいきません。彼等の言動が反日的なものになるのは必然とさえ言えそうです。

かつては竹島問題を取り上げることに消極的だった盧武鉉大統領が、このところ急に攻撃的になってきたのもそのせいだと思われます。彼の属するウリ党は、戦後復興時の大統領、朴正煕が取った復興政策を批判することでその娘、朴槿恵が党首を務めるハンナラ党を攻撃しようとしていたのですが、その調査結果が出るよりも先に、身内のウリ党幹部（の父親）の親日行為が続々と明るみに出てしまい（というより、ハンナラ党によって暴かれた）、当初の思惑とは反対に自らが厳しい立場に追い込まれてしまいました。

いま盧武鉉大統領が日本を叩く背景には、ウリ党や自らに対する国民の支持と信頼を回復しなければならないという背景が少なからず影響していると思われます。

４．韓国国民の意識

韓国の国民は、恐らくそのほとんどが竹島(韓国名：獨島)を自国の領土と考えているでしょう。しかしそんな韓国国民のなかにも、特に知識層を中心に、竹島問題が国内政党の党利党略に利用されていることに冷めた見方をする人はいるようです。 ―― だからといって、日本の主張を正しいと思っているわけではないでしょうが。

韓国の政治家が竹島(韓国名：獨島)について何らかの発言するとき、日本のメディアは、韓国の民衆が日の丸を焼いたりデモをするような映像も併せて流すことが多いようですが、このような過激な反応が民衆の一部によるものであることは忘れてはいけないと思います。

５．日本の対応

日本では島根県の「竹島の日」制定以来、国民の間でも竹島の存在が少しずつ意識されるようになってきました。それでいながら過剰に感情的な反応がほとんど見られないことに、私は誇りを感じています。

私は基本的に、この問題が国民のナショナリズムを必要以上に刺激し、「日本民族主義 vs. 韓国民族主義」という対立構造を生むことを望んでいません。そうなることが日韓双方にとって少しの利にもならないと思うからです。

ただそんな私も、日本の国民は（あくまで理性的に）この竹島問題を認識しておく必要があるだろうと考えてます。もちろん各人がどんな意見を持っても構いません。たとえ「竹島は韓国の領土として認めてしまえばよい」と考える日本人がいても、私はいいと思います。

しかしいずれにせよ、日韓で問題となっている竹島(韓国名：獨島)の存在について我々が無自覚でいることは、日本国家や日本国民はもちろん、韓国に対しても失礼であるような気がします。
